To ensure FY26 and FY27 funds are invested, committed strategically, and generate measurable value, Chapters/Districts requesting Cost Containment Release Funds are required to submit an ROI (Return on Investment) Request Form.
For the funds to be fully allowable, they must be directed toward future activities that demonstrate a clear, committed, and well-defined plan for providing services that support and strengthen local communities.
These funds are not intended to reimburse past expenses or to balance or address cash-flow needs at the Chapter or District level.
The purpose of the funds and this request format is to demonstrate how the proposed investment will positively impact your local small business community while aligning with our organizational mission and FY27 priorities. Funding requests should clearly explain how the dollars requested will create meaningful outcomes through programs, events, outreach, education, networking or other initiatives that directly benefit your local communities.

Your narrative should clearly answer the following:
- What is the event, program, or initiative?
- What local small business community need or opportunity does it address?
- How will the requested funds be used?
- What measurable outcomes or benefits are expected for local small businesses?
- How does this investment support our mission and strengthen engagement locally?
Submissions should include expected metrics such as:
- Number of small businesses served
- Anticipated attendance or participation
- Partnerships established/continued
- Educational or economic impact
- Cash flow from the event (+/-) with a statement showing revenue, expenses and net
- income/loss. For a request that is a portion of a project, please include the overall
financials, if requesting part of project/program.
- Timing on commitment of funds
Approval Process
All requests are subject to review and approval by your District Director/District Treasurer, Regional Vice President (RVP) and final sign off from the Vice President of Field Operations (VPFO). Your RVP will reach out with next steps following the completion of the process.
